Officer Recommendation Report
Mr Moore's Report The property is a well detailed end of terrace in the Woodbourne Road section of the Upper Douglas Conservation Area. The property currently retains painted timber sliding sash, although it is difficult to ascertain their condition from the photographs. Whilst out preference would always be to retain and repair the original windows, its adjoining neighbour has poor replacement windows and the remainder of the road is modern dwellings. In light of this, replacement in PVC may be deemed acceptable. Mr Sinden's Supplementary Report No response to our letter of 12th January. In these circumstances, we should determine the application as submitted. The development complies with Planning Circular 1/98, but, under our draft Circular, we would, I think recommend refusal. I have added a draft refusal to the file. --- Recommendation Recommended Decision: Refused Date of Recommendation:
Conditions and Notes for Approval / Reasons and Notes for Refusal
- C: Conditions for approval
- N: Notes attached to conditions
- R: Reasons for refusal

O 1.
The application is advised to consult the Department's Conservation Officer to discuss the availability of grant assistance towards the cost of refurbishing the existing windows or, if necessary, the installation of wooden-framed replacements.
R 1.
The site is within a Conservation Area; the building is attractive and retains its original wooden sliding-sash windows; the installation of PVC-framed windows as proposed would reduce the attraction of the building, and would not preserve or enhance the appearance of the Area.

Officer's Report
The site comprises the curtilage of a semi-detached house on Woodbourne Road. Poorly defined. Used in part as a nursery. Proposed is the installation of replacement windows in the front - PVC sliding-sashes. The building is handsome and clearly visible from the principal traffic route. Within the Conservation Area. Non-original windows next door. This proposal compiles with Planning Circular 1/98, but recent practice sometimes aspires to wooden-framed windows in such circumstances. Refer to S Moore's report 16th December.
Application No. 03/1681
