Officer's Report
The application seeks approval in principle for the erection of three dwellings on a field accessed from Oatlands Road in Andreas.
There are three main issues relating to the proposal, they are zoning, highway safety and drainage. Significant discussions between various parties have brought me to the conclusion that the application should be refused on two grounds.
Firstly, whilst the scale of the 1982 Development Plan makes the interpretation of the zoning of the application site difficult I consider that it does not benefit from being zoned within a predominately residential area. Therefore the proposal represents residential development within the countryside contrary to the provisions of the 1982 Development Plan and Planning Circular 1/88. Secondly, the access is considered to be inadequate and insufficient for the needs of road safety.

R 1 . The application site is not zoned for residential development and is therefore contrary to the Isle of Man Planning Scheme (Development Plan) Order 1982 and the well established policies of the Department.
R 2 . The limitations of the site frontage onto the highway and the width available for the access to and from the highway are inadequate to permit safe access and egress for the proposed development.
