Permission was granted for the creation of a vehicle hardstanding and new access within the front garden of 13 Third Avenue, Onchan. The property sits in a cul-de-sac of houses opposite Onchan Primary School off School Road. The key planning issues were the provision of car parking within the front garden and the removal of part of the front boundary wall. The application was approved subject to an amendment requiring that half of the front garden be retained and a tree planted within it. The Planning Committee considered that if others in the street were to take a similar approach under the same conditions, the overall effect on the streetscene would be an improvement. Three conditions were attached to the permission.
The Planning Committee approved the application on 12 January 2004. The proposal involved creating a vehicle hardstanding in the front garden, which required removing part of the front boundary wall. An amendment was agreed requiring half the garden to be retained and a tree to be planted, on the basis that if others in the street followed suit the streetscene would be improved overall.
Condition 1
This approval relates to the creation of off-road car parking in the front garden, as shown in the plan circulated on 16th December 2003 showing the driveway on the western side of the garden, grass and garden retained on the eastern side and a new tree planted in the retained garden area.
Condition 2
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 3
The driveway must be finished in block paviors.
