Department Of Infrastructure ### Memorandum To: Miss Jennifer Chance, Head of Development Control, or Mr Michael Gallagher, Director of Planning and Building Control From: Mr Edmond Riley, Planning Officer Subject: Condition Discharge Date: 4th February 2016 --- Re: 11/00387/B – Erection of an agricultural building, Field 321916, Cooil Road, Cooil The above planning application was approved by the Minister subject to six conditions, two of which read as follows: > “Prior to any development, details of the exterior cladding shall be submitted to and approved by the Planning Authority. The building shall be erected and retained in accordance with those approved details.” > “Prior to any development, the finished floor level relative to an agreed datum shall be submitted to and approved by the Planning Authority. The building shall be erected with the floor level at the approved level.” The approved siting for the barn is away from the Cooil Road and, topographically, very much lower than it; the field slopes downwards fairly evenly in a northerly direction. With the hedging already in place, it is conceivable that the building will not be visible from this part of the highway. The barn would be dug into the field, and a cross-section of the changes to the topography has been submitted. Approved with the application originally was a new bund to the southern side of the barn, and a cross-section of this is also provided now. It is considered that the submitted details are sufficient on which to discharge the condition, but are also acceptable in terms of the screening the bund would provide to the barn as proposed to be set into the topography of the field. The cladding sample that has been submitted appears to be either plastic composite or fibrous cement. (If the latter, this would reflect the notes on the submitted drawing.) Neither is inappropriate for an agricultural building, and the grey-green colour would also help the building sit comfortably in its surroundings. The approved building is elsewhere formed of concrete blockwork, which is annotated on the elevation drawing submitted at the time of the application’s original submission. In view of the favourable findings in respect of both conditions as outlined above, it is accordingly recommended that both be discharged.
