Permission was granted in November 2003 for the conversion of the former GPO Headquarters at 16–18 Circular Road, Douglas, into a 40-bedroom commercial hotel. The proposal, submitted on behalf of Post House Hotel Limited, included restaurant, bar, and conference facilities alongside 20 parking spaces. The application involved bringing a redundant office building back into active use as a hotel. The decision was made by the Planning Committee and approved subject to 10 conditions.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The parking spaces on the north-west side of Prince's Street Lane must be retained for use in association with the proposed hotel.
Condition 3
All of the indicated parking spaces must be available for use as such prior to the commencement of the proposed hotel use.
Condition 4
The use of the parking space adjoining the refuse storage area must be so managed as to ensure that the storage area is properly accessible at refuse collection times.
Condition 5
Details of the proposed air-handling and extract systems must be submitted to and approved by the Planning Committee prior to the commencement of any works; these details should include the arrangements for ensuring that noise and smell nuisance do not arise.
Condition 6
The cladding of the existing concrete strip must be continued around the side of the building.
Condition 7
The proposed treatment of the exterior of the building, including the provision and stocking of planters and the planting at the front, must be completed prior to any occupation of the hotel by guests.
Condition 8
The entrance, the ramps, the lift, and the toilet for disabled people must all be so detailed and constructed as to be suitable for use by unassisted wheelchair users.
Condition 9
No approval is hereby granted to any signage; all external signage must form the subject of a further separate application.
Condition 10
Subject to the above conditions, this approval relates to drawings numbered 2005/PA001, /002, /003, and /005 date stamped 23rd July 2003 and number 2005/PA/004A date stamped 9th October 2003.
