This application sought to vary a condition attached to an earlier approval in principle (reference 18/01234/B) for the erection of a four-storey apartment block at 21-22 West Quay, Ramsey. The variation would extend the period of that approval by a further two years. The site is a vacant parcel of land between the Farmers' Combine building and Collins Lane on the southern side of the quay in Ramsey, with a frontage of around 15 metres to the quay and extending back to the boundaries of properties fronting Parliament Street. The application was approved on 16 April 2021 by the Head of Development Management under delegated authority, subject to four conditions.

Condition 1
The development hereby approved shall be begun either before the expiration of four years from the date of this approval or before the expiration of two years from the date of approval of the last of the reserved matters.
Condition 2
Application for approval of the reserved matters shall be made to the Department before the expiration of two years from the date of this approval and thereafter the development shall only be carried out in accordance with the details as approved.
Condition 3
Approval of the details of siting, design, external appearance of the building[s], internal layout, means of access, landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Department in writing before any development is commenced.
Condition 4
Any Reserved Matters application shall include a full Flood Risk Assessment.
