Existing Site The site is the residential curtilage of an existing dwelling which sits within the Ballanoa Meadow a relatively new housing estate in Newtown, Santon. The small estate is made up of 43 dwellings within two small cul-de-sacs, the estate comprises a mix of detached, semidetached and terraced dwellings.
Number 36 is a two storey semi-detached dwelling located towards the end of the second cul-de-sac and on the southern side of the turning circle. There is also a single storey element to the East which comprises a Bedroom and Kitchen space (see photographs included on CJ Design Drawing 2019/42/02. The dwelling is finished in painted render to the first floor with facing brickwork to the ground floor and entrance porch. The two storey and single storey roofs have a concrete tile finish.
To the front of the dwelling there is a small area of lawned garden adjacent to which is an area of off road parking. The hardstanding extends along the gable of the property into a rear garden which is predominantly grass with a paving slab path. The gable and rear of the property is private and secure by the means of a timber fence and garden gate.
The dwellings within the cul-de-sac have a stepped design following the slope of the land as it rises to the head of the turning circle. The topography of the land is as such that it rises from the entrance of the estate towards the turning circle.
Planning History Following a search carried out on the Planning Department website it would appear the application site has not been subject to any previous planning applications.
Pre-Application Advice During the design process pre-application consultation have taken place with Miss Sarah Corlett, Senior Planning Officer. These consultations have been in the form of email correspondence. The advice given in the pre-application consultations have been taken on board by the applicant and incorporated into the drawings and Supporting Information Statement that form the basis of this application.
The applicant has also discussed the proposals with the owners of the neighbouring properties and no objections / concerns were raised during these discussions.
Current Proposals This application seeks full planning approval for the construction of a single storey extension to the rear of the property and raising the roof over the existing Bedroom / Kitchen in the form of a first floor extension to provide additional residential accommodation.
The applicant would like to create additional residential accommodation at ground floor level with a new single storey extension that will open up into the existing Kitchen space to provide a more open plan feel. The Sun Lounge will have French doors to provide access directly into the garden space which can be used whilst entertaining. It is proposed the external walls of the new extension will be finished with facing brick to match the existing property. A flat roof is proposed for the new single storey extension which will incorporate a glazed lantern to maintain natural light in the Kitchen area and a parapet wall to the perimeter to restrict the visibility of the flat roof structure. The rear of the building is generally not visible to members of the public and can only be seen in distant views from Main Road, Santon (see photograph in Appendix A of this document). It is proposed a new flat roof over the extension. Whilst flat roofs aren’t generally supported by the guidance given in the Residential Design Guide it is hoped due to the limited visibility of the roof to members of the public, it will be acceptable in this instance.
At first floor level, the applicant would like to create a new Master Bedroom with Ensuite. Preliminary proposals considered the conversion of the attic space however it was thought to be of more benefit to have the Master Bedroom on the same level as the main sleeping accommodation. The proposed first floor extension is to be of similar size to the Bedroom / Kitchen space below and will maintain a step in the ridge level helping the extension to appear subordinate to the main house. The external walls of the new first floor extension will be finished with render and masonry paint to match the existing house. The new roof is to be finished with concrete roofing tiles reclaimed from the original.
The existing parking provision will not be affected or reduced by these proposals. Conclusion We believe the new extensions complies with the recommendations of the current planning guidance as the proposals: -
