The proposal sought to replace the existing shop front windows and door at Tower Building, Strand Road, Port Erin with UPVC windows and a door. The changes involved raising the cill height, altering the size and shape of the window apertures, changing the frame material to UPVC, and introducing casement openings — some of which could open over the highway. The site lies within an area identified as having the special characteristics of a potential Conservation Area. Officers found that the existing ground floor is characterised by large single panes extending lower than those of neighbouring residential properties, and that the proposed alterations would not preserve this character. The introduction of casement openings and smaller panes would give the building a domestic appearance out of keeping with its neighbours and the wider streetscene. The Principal Registered Buildings Officer concurred with this assessment.
The proposed UPVC windows and door would alter the shape, scale, and material of the existing shop front in ways that fail to preserve the character of the building or the surrounding area. Because the site sits within a proposed Conservation Area, development must preserve or enhance its character — a test this proposal did not meet. The application was refused under General Policy 2b, c and g of the Strategic Plan and Environment Policies 34 and 35.
