The proposal involved constructing a reinforced concrete retaining wall with stone cladding along Glen Road in Laxey, Isle of Man, for the purpose of flood protection. The site sits within the Laxey Conservation Area, making the design and visual impact of the wall a key consideration alongside its potential effects on the adjacent watercourse and neighbouring properties. The Planning Committee assessed the scheme against Strategic Policy 4, General Policy 2, and Environment Policies 7, 22, and 35 of the Isle of Man Strategic Plan 2016. It concluded that the wall would not harm the amenity of neighbouring properties, would not adversely affect the watercourse, and that the stone cladding was appropriate in the context of the Conservation Area. The application was permitted on 17 February 2021.
The Committee was satisfied that the flood protection wall would not harm neighbouring amenity, the watercourse, or the character of the Laxey Conservation Area. The stone cladding was considered appropriate to the setting, and the scheme was found to comply with the relevant strategic and environment policies of the Isle of Man Strategic Plan 2016.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
No development shall be commenced on site until further details have been submitted to and approved in writing by the Department which show the railing details (to ensure visibility splays are retained) and finished appearance of both sides of the wall to the section of walling fronting Laxey Woollen Mills (to show both side of the wall finished in Manx Stone). All railing/walling works shall be carried out in accordance with the approved details and retained as such thereafter.
Condition 3
Prior to the commencement of works on site, a 'development within 9 meters of a watercourse form' and a written method statement should be submitted to and approved in writing by the Department. All works in the vicinity of the river shall be carried out in accordance with the approved details.
Condition 4
Prior to the commencement of works on site, a written method statement should be submitted to and approved in writing by the Department, for the eradication of Himalayan Balsalm. All works in the vicinity of the river shall be carried out in accordance with the approved details.
