Permission was granted for a mixed-use development on a parcel of flat land of approximately 0.55 hectares located on the western side of Gardeners Lane, south and west of Auldyn Walk in Ramsey. The proposal by Dandara Homes Limited covers 19 dwellings, a retail unit, a children's nursery, and associated drainage and highway works. The application was decided by the Planning Committee on 26 August 2021. The officer had also recommended approval. Key planning issues examined included the principle of development, visual and neighbouring amenity, highway safety, drainage and flooding, affordable housing, and open space provision. Permission was granted subject to five conditions.

New development will be located primarily within our existing towns and villages
Strategic Policy 2: New development will be located primarily within our existing towns and villages, or, where appropriate, in sustainable urban extensions(2) of these towns and villages. Development will be permitted in the countryside only in the exceptional circumstances identified in paragraph 6.3. (1) Open Space is defined in Appendix 1. (2) Sustainable Urban Extensions are defined in Appendix 1 4.3.2 Appendix 3 to the Plan identifies the towns and villages, and also explains why the Department has rejected the idea of a new settlement, which was mooted in the Consultation Draft published in May 2000. 4.3.3 Each of our towns and villages has an ind ividual character arising not only from its geographical position and existing fabric, but also from its historical, cultural, and social background. This character should be protected and enhanced. Accordingly:
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
No dwelling/nursery/retail unit shall be occupied/operated until the estate road from the junction of the adopted highway to the access of that dwelling/nursery/retail building has been constructed at least to base course level and lighting has been provided.
Condition 3
No dwelling or the nursery or retail unit shall be occupied/operated until its parking spaces, as shown on drawing Auld_APL_01 & Auld_APL_42 have been provided. Such areas shall not be used for any purpose other than the parking of vehicles associated with the development and shall remain free of obstruction for such use at all times.
Condition 4
All planting (including trees), seeding or turfing comprised in the approved details of landscaping (drawing Auld_APL_30) must be carried out in the first planting and seeding seasons following the completion of the development. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. The approved details of the hard landscaping works include footpaths, walls, fences and hard surfacing materials shall also be completed as shown on drawing Auld_APL_30 prior to the occupation of the relevant building i.e. dwelling, nursery/retail unit and retained thereafter.
Condition 5
For the avoidance of doubt the retail unit allows the use of the unit for those use outline within the Town and Country Planning (Use Classes) Order 2019 (or any replacement/amendment of that order) as Class 1.1 (Shops), whilst the Children's nursery may only be used as Use Class 4.2 (Childcare or Education).
