Permission was granted to replace existing buildings at land at Lancashire House and Furness Cottage, New Castletown Road, Santon, Isle of Man, with two detached dwellings, each with its own detached garage. The proposal also included a new highway access and an estate roadway. The officer's report noted that the land to the rear of the site had been used over a long period for depositing materials, resulting in the ground level being artificially raised above the neighbouring residential properties at Ballanoa Meadow to the north. A sewage pump station sits just outside the western boundary of the site. The application was decided by committee and permitted on 17 November 2015, in line with the officer's recommendation. Four conditions were attached to the approval.

Condition 1
1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Condition 2
2. Prior to the commencement of any building work on site, the visibility splays and access as shown in the submitted drawings must be formed and available for use and thereafter retained with no impediment. Reason: In the interests of highway safety.
Condition 3
3. Prior to the commencement of work on site, there must be approved by the Department, a landscaping scheme which provides details of the planting shown in drawing reference 2. This must provide the species of shurbs and trees proposed to be planted and also to indicate how the southern boundary of the site will be formed: this must be a planted boundary, not a wall or fence incorporating shrubs and trees in order to soften the visual impact of the new buildings as viewed from the approach from the south. Reason: In order to present an acceptable visual impact.
Condition 4
4. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
