1.0 The site represents the holding of Ballakissack Farm, situated on the north western side of the A5 Castletown Road, via a lane which leads past the former Santon Primary School, now a centre for further education. The farm accommodates a number of buildings including a farmhouse and a large number of other barns and agricultural buildings which are largely grouped closely together around the farmhouse. - 2.0 THE PROPOSAL
2.0 The proposal is for the erection of the lean to extension to an existing cattle shed which lies on the south eastern edge of the group of farm buildings. The extension would be a further 7.5m in an southerly direction. The building will be the same width 22.5m and height as the existing eaves 4m to which it would be attached. The building is mostly enclosed by Yorkshire board and block wall concrete panels and timber boarding with a fibre cement roof in a grey colour. - 3.0 PLANNING HISTORY
3.1 Planning permission was sought and granted for the replacement of the windows in the farmhouse under PA 05/2009, the erection of a slurry store under PA 05/9218 and 08/00884/B erection of extension to existing agricultural building. - 4.0 PLANNING STATUS
4.1 The site lies within an area of Woodland and an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
4.2 Within the Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 3 and Environment Policy 15. - 4.3 General Policy 3 provides agricultural exception for development in the countryside. - 4.4 Environment Policy 15 sets out parameters against which new agricultural buildings are assessed against, including agricultural need, location and design.
5.1 DOI Highways do not oppose. 29.09.2015.
6.1 While no agricultural need statement has been submitted with the application it is clear from the planning history that this site has a long and evidently viable use as a farming enterprise. The proposal is for a feed house for part of milking herd, and as this is an extension to an existing building it is considered that this is sufficient information relating to need.
6.2 The proposed extension will be within the main group of farm buildings although extending it outward beyond the existing southern profile of the barns. There will be no adverse visual impact from this and the proposal it considered to comply with Environment Policy 15 which requires new buildings to be amongst others where possible and be of appropriate scale and appearance. - 6.3 As a result, it is concluded that the proposal does fall within the exceptions set out in General Policy 3 and it does accord with Policy EP15 in that the proposal is sited a close as is practically possible to existing building groups and is appropriate in terms of scale, materials and colour, siting and form and as such is sympathetic to the landscape.
7.1 The application is recommended for approval, subject to conditions. - 8.0 PARTY STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
Department of Environment, Food and Agriculture Fisheries are part of the same Department as is the planning authority and as such should not be afforded interested person status under the Order.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This permission relates to the erection of an extension to the existing barn, as shown and described on Location Plan, Building Plan Ref no 3 and Ref no 4 all date stamped received on 14th September 2015.
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation.
