The application site forms the residential curtilage of Seafield, Dogmills, Ramsey, which is a single storey detached bungalow, on the eastern side of the Dog Mills and north of Ramsey.
The application site is within an area recognised as being an area of "white land", under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Due to the site location, zoning and the type of proposal, the following policies are relevant for consideration:-
Policy 16: The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."
"Environment Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:
There are no previous planning applications which are considered relevant in the assessment and determination of this application
PROPOSAL The application seeks approval for the alterations and creation of a dormer to dwelling house. The pitched roof dormer would be sited within the eastern roof elevation and would proposal a large window.
Highways Division:- "Do not oppose has no traffic management, parking or road safety implications." The Authority has received no other privately written representations objecting to the application.
The dwelling is very well screened from public view given substantial landscaping which acts as a natural barrier between the highway and the dwelling. The proposed extension to the eastern elevation would be approximately 42 metres from the highway. It is considered the proposal would have little or no visual impact upon public views given the landscaping, distance from the highway and given it is sited within the eastern elevation of the dwelling which faces away from the highway.
Whilst the dwelling is non-traditional in terms of design, given the above reasons it is considered the proposal would comply with Housing Policy 16.
Overall, the proposal would comply with relevant policies as stated within the Isle of Man Strategic Plan for the reasons given and therefore it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:-

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the alterations and creation of a dormer to dwelling house as proposed in the submitted documents and drawings 09060001,09060002 and 09060000 all received on 14th December 2009.
The external finishes of the extension must match those of the existing building in all respects.
