Officer's Report
The Site
The site represents the curtilage of an existing dwelling situated on the eastern side of Droghadfayle Road and accommodates a semi-detached house with the other half of the pair situated to the north. To the south of the property is a detached dwelling set back further from the highway than is the application property. To the rear is 4 , Athol Court - a detached property which is some 37 m away from the rear of the application property and the space between is landscaped and planted with trees and shrubs.
The two houses are two storey houses with vertically proportioned sliding sash windows and triangular shaped dormers and a small mono-pitched roofed front porch which is tiled with clay double Roman orange tiles to match the main roof.
Planning Status
The site lies within an area designated on the Port Erin Local Plan of 1990 and the draft Southern Area Plan published on 23rd October, 2009 as Residential.
Planning History
A garage was permitted under PA 88/1781 and alterations and the erection of a single storey extension under PA 05/1296.
The Proposal
Proposed is the replacement of the windows with plastic framed sliding sashes, to match those which have been installed in the property to the north (the other half of the pair) which were installed following PA 04/00857/B. The windows shown are on the front elevation only. The dormer windows are already plastic framed.
Representations
Port Erin Commissioners request that the application is deferred pending their meeting.
Assessment
The property lies outside any existing or proposed Conservation Area and yet the application proposes the replication of the original style of windows, which is to be encouraged. The new windows will, for all intents and purposes to most passers-by be a replication of the existing/original and will complement the existing character of the property and the streetscene in general. Planning Circular 1 / 98 suggests that in areas where properties date back to 1921 or older the original style should be replicated and this is being achieved in this case.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
