The site represents the curtilage of an existing building which sits adjacent to the main road through Andreas, on the north western side of the road. The site accommodates an existing building formerly the post office with living accommodation on the first and ground floors - a lounge, hallway and bathroom on the ground floor with two bedrooms above. and two small gardens, one to each side. The property is a traditional cottage with lean-to annex at the rear.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Predominantly Residential.
The installation of a plastic framed shop window was approved under PA 01/1692.
Proposed now are no external alterations but the change of use of the property to purely residential, changing the use of the three shop rooms on the ground floor to a dining room, kitchen/utility and study. The property would therefore be entirely residential with no commercial use. It is possible that once the use has been changed, the occupants may wish the shop window to be replaced by something which permits less of a view into the premises but this would not be detrimental to the appearance or character of the property.
Department of Transport Highways and Traffic Division indicate that they do not oppose the application
The site lies within an area designated as residential and as such the proposed use would be compatible with that. The provisions of General Policy 2 are not compromised by the proposed change of use - the new use could arguably be more neighbourly with other properties in the neighbourhood as there may be less parking and comings and goings if the property is not commercial. The property will not generate more residential traffic as there are to be no additional residential properties, just a more spacious single unit.
The Strategic Plan recommends that the loss of local shops should be avoided where the use is still commercially viable. The post office presently operates from Andreas stores, more centrally located within the village and with car parking nearby whereas this site has double yellow lines alongside.
As such the application is recommended for approval.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 2. This permission relates to the change of use of the premises shown in drawings SV1 - SV6 inclusive, all received on 5th November, 2009, from commercial and residential to purely residential.
