1.0 SITE - 1.1 The application site comprises the residential curtilage of Caardee, Dreemskerry Hill, Dreemskerry, which is part two, part three storey detached property, located on the northern side of Road of Scarffe's Ridge, and west of Dreemskerry Quarry.
2.0 PROPOSAL - 2.1 The application seeks approval for the insertion of a new window at ground floor level in the rear elevation, 1800mm x 1000mm. This is to facilitate the rearrangement of internal living arrangements in order that the applicants' elderly parent can reside with them.
3.0 PLANNING HISTORY - 3.1 There is one previous planning application, which is of relevance; o 09/00758/B - Alterations, erection of extension and replacement windows - APPROVED
4.0 PLANNING POLICIES - 4.1 The application site is within an area recognised as being an area of 'woodland', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
4.2 Due to the zoning of the site the following policies are relevant for consideration:-
General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 Maughold Parish Commissioners have no objections. 8.09.2015 - 5.2 The Department of Transport Highway Division do not oppose. 20.08.2015
6.0 ASSESSMENT - 6.1 The proposal is a minor alteration which would have no adverse impact upon the appearance of the property, given that the proposed window would faces into the garden area and is not visible from the public highway it would not affect the character or appearance of the surrounding area. - 6.2 As a result, it is concluded that the planning application does not conflict with General Policy 2 (b), (c) or (g) of the Isle of Man Strategic Plan 2007. - 6.3 However as the proposal is for a window to facilitate internal alterations to allow an elderly parent to reside at the property a note should be placed on any consent stating that the development hereby granted does not infer creation of a separate unit and that the authorised use of the building is as a single dwellinghouse. 7.0 RECOMMENDATION 7.1 It is recommended that the application be approved.
8.0 PARTY STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

This approval relates to the insertion of a window as proposed in the submitted drawings WL/15/1357 1, 2, 3 and 4 all received on 7 August 2015.
