The application site comprises of the residential curtilage of a dwelling that is located on the western side of the B21 in the upper section of the East Baldwin Valley in Braddan.
The proposed development comprises the erection of a sun room extension onto the side elevation of the dwelling.
The application site has been the subject of two previous planning applications that are considered material to the assessment of this current planning application:
Planning application 08/01713/B sought approval for the erection of a replacement dwelling and garage on the application site. This previous planning application was approved on the 12th February 2009.
Planning application 09/00381/B sought approval for the erection of a replacement dwelling and garage (comprising an amendment to 08/01713/B) on the application site. This previous planning application was approved on the 11th May 2009.
Braddan Parish Commissioners have no objections to the planning application. The Department of Transport Highways Division do not oppose the planning application. The Manx Electricity Authority expresses an interest in the planning application.
In terms of local plan policy, the application site is not subject of any site specific designated and is located within a wider area of land that is designated as open space (agriculture) under the Braddan Parish District Local Plan.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 15 states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
The planning application seeks approval for the erection of a sun room extension onto the side elevation of the dwelling.
The proposed extension is a modest single storey extension onto the side of the dwelling. The proposal is considered to suitably respect the proportion, form and appearance of the dwelling, as well as being well within the 50% increase in floorspace referred to within Housing Policy 15. As such, the proposal accords with the relevant planning policy and is considered to be acceptable.
It is recommended that the planning application be approved.
