The site represents the curtilage of Ballabeg Farm, St Judes Road, Andreas. There is a two storey detached dwelling and three large detached barns / stables within the application site. Additionally, there are two smaller buildings - a building described as a cottage and an existing garage building. The site has significant land surrounding it on all four sides and is located on the eastern side of St Judes Road, southwest of Andreas Village.
The planning application is seeking approval for alterations to the most southern of the three existing stables. The proposed works would consist of increasing the height of the stable by an additional 1100 mm , with a new roof to be constructed in grey cement fibre tiles. At the centre of the new roof there would be a ventilation tower, with the new external columns to be painted and rendered to mach the existing. The rooflights on the south eastern elevation would be white uPVC toughed or laminated safety glass and the new stable doors to be stained timber.
The application site is within an area of "White Land" identified under The Isle of Man Development Plan, 1982. There are no policies within the adopted Isle of Man Strategic Plan 2007 which is considered specifically material to this current planning application.

The Department of Transport Highways Division do not oppose as there has the application has no traffic management, parking or road safety implications.
Andreas Parish Commissioners has not commented on the proposal.
The proposed development is almost considered to be renovation and refurbishment work which would be collectively regarded as a significant improvement on its current appearance without adversely affecting the impact upon Ballabeg Farm. The design would be a modest addition to the application site and the materials used would ensure that the new built form would blend in with the existing.
With the stables approximately 100m from St Judes Road and 180m from the nearest property, together with sufficient boundary treatment (to the west and south west) which would limit the impact on existing residential amenity or the surrounding area in general.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
