The application site relates to the mid-terraced residential property, 3 Church Street, Peel. The site is located towards the northern end of the road and is on the eastern side of Church Street. The properties on this side of Church Street are served by a rear lane which runs from Derby Road to Christian Street.
This application seeks approval for the installation of replacement windows to the front and rear elevations and the blocking up of a window serving a bathroom in the rear outlet of the property.
The application originally proposed the installation of uPVC casement windows in all elevations however following consultation with the applicant it is now proposed to install replacement timber sliding sash windows to the front elevation.
The application site is located within an area identified as being mixed use by the Peel Local Plan and is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan, the following policy is relevant in the assessment and determination of this application:
Environmental Policy 35, which states:
""Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY There have been no previous planning applications relating to this property. REPRESENTATIONS Peel Town Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application.
ASSESSMENT
The amended proposal would replicate the material, central glazing vertical bar and method of opening of the existing windows which are original to the property. As such it is judged that the special features which contribute to the character and quality of the conservation area would be replicated so as to preserve the appearance of the conservation area.
The rear elevation is visible from the service lane however this is not a main public thoroughfare and as such it is judged that it is acceptable for the existing windows to be replaced with uPVC casements. The blocking up of the existing window serving the bathroom is judged to be unobjectionable by virtue of the fact that it is not readily visible and notwithstanding this would have limited visual impact.
RECOMMENDATION
Permit.
