Permission was granted for the erection of a detached dwelling and the creation of a new vehicular access on a plot of undeveloped land adjacent to Maughold Lodge, Claughbane Walk, Ramsey, Isle of Man. The site sits to the north of Maughold Lodge and east of The Crescent, with existing residential properties at 29, 30 and 31 Queens Valley to the east and vacant land to the north and west. The Planning Committee considered several issues including the principle of development on this site, the potential impact on the amenity of neighbouring residents, parking and access arrangements, the amenities available to future occupants of the proposed dwelling, and the effect on the appearance of the street scene. The application was approved on 4 May 2010, in line with the officer's recommendation, and is subject to three conditions.
The Planning Committee approved the application on 4 May 2010. The officer also recommended approval. Key issues considered included the principle of development, impact on residential amenity, parking and access arrangements, amenities for future occupants, and the appearance of the development within the street scene.

3.14 Policy R/R/P3: Infill/Backland Sites Within areas zoned for Predominantly Residential use there will be a general presumption against the development of those sites which provide attractive, natural "breathing" spaces between established residential buildings. These sites will often include trees, mature landscaping, or simply green space. Any possible development of such sites should form the subject of consultation with the Office of Planning prior to the submission of any application.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the erection of a detached dwelling and creation of a vehicular access as proposed in the submitted documents and drawings $0713 \mathrm{~A} / 05,0713 \mathrm{~A} / 06$, 0713A/07, 0713A/08, 0902A/01 all received on 17th September 2009 and 22nd February 2010.
Condition 3
Prior to the occupation of the dwelling, the access onto Claughbane Walk is to be completed to the required standard of the Department of Infrastructure's Highway Division and the hardstanding/driveway to the dwelling is to be completed to allow the required parking provisions to be used.
