The application site represents the curtilage of Field 210546, land adjacent to Kerrowkneale, Summerhill Road in Jurby.
The proposed planning application is seeking approval for the erection of a polytunnel which would measure 21336 mm x 5486 mm and an overall height of 2590 mm . The proposal would be situated to the north west and run parallel to the existing ploytunnel.
The application site is located within an area of "White Land" on the Isle of Man Development Plan, 1982. Within the adopted Isle of Man Strategic Plan, the following policies are considered relevant Environment Policy 17 states: "The development of buildings and other facilities associated with nurseries and market gardens will only be permitted where:
a) any built development is of a scale, form, design and material in keeping with the character of its surroundings; b) any development does not unacceptably affect residential amenity or local highway conditions; c) there is no adverse impact on the character or appearance of the area or a requirement for significant highway alterations; and d) if appropriate, those buildings are erected away from public highways and are screened from public gaze".
Environment Policy 18 states: "Retailing from farms, market gardens and nurseries (excepting ancillary sales of produce grown thereon) will be subject to the Department's general retail policies".
Business Policy 5 states: "On land zoned for industrial use, permission will be given only for industrial development or for storage and distribution; retailing will not be permitted except where either: (a)the items to be sold could not reasonably be sold from a town centre location because of their size or nature; or
The following previous planning applications should be considered relevant in the assessment and determination of this application:
PA 85/01165/B - Erection of a horticultural polytunnel - Permitted PA 09/01055/B - Erection of a wind turbine, battery shed and solar panels - Permitted
The Department of Transport Highways Division do not oppose as there are no traffic management parking or road safety implications as a result of the development.
Jurby Parish Commissioners have no objection with the proposed development.
The proposed development would be a somewhat large proposal, but the application site is remotely located and is situated a significant distance from a neighbouring property, together with thick vegetation to its southern boundary. It is considered that the polytunnel would be integrated into the landscape reasonably well due to the vegetation within the site and bordering the site. The proposal would be sited approximately 30 m from Summerhill Road which is considered sufficient distance from the public highway as to have no adverse impacts on the character or appearance of the locality. The site already consists of a polytunnel, allotments and the propagating of native trees for the use by Manx residents, together with planning approval for a wind turbine (under 09/01055/B); as such the proposal would be in-keeping with the character of its surroundings.
The proposal would have a minimal affect on the local highway as it does not propose attracting additional vehicles to the site, which is further supported by the Highways Division.
It is considered that the proposed development would comply with the relevant policies and it is recommended that the planning application be permitted.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the submitted Drawings 21-0013, 575-2, DOC 2, DOC 3 and Supporting Letter all received on 3rd August, 2009.
The polytunnel may only be used for agricultural or horticultural purposes.
In the event of the polytunnel erected under this approval becoming redundant it must be taken down along with all ancillary infrastructure and be removed from the site within 3 months of the cessation of use.
I confirm that this decision accords with Government Circular No 09/09 Delegation of functions, 10/09 Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer
