This application sought approval in principle for the erection of private stables on land at Field 132021, Glenduff House, Glen Duff, Ramsey. The application was refused by a delegated officer decision on 23 October 2009. Three reasons were given for refusal. First, the site falls within an area of High Landscape or Coastal Value and Scenic Significance, where the Isle of Man Strategic Plan 2007 presumes against large-scale equestrian developments. Second, the proposed stables were considered too distant from the existing residential property and building groups at Glenduff House, making them detrimental to the appearance of the surrounding landscape. Third, the application failed to show that the required minimum visibility splays of 2.4 x 160 metres could be achieved at the access onto the adjoining highway.
The application was refused on three grounds: the site lies within an area of High Landscape or Coastal Value and Scenic Significance where large-scale equestrian development is presumed against; the proposed stables would be too far from the existing buildings at Glenduff House and would harm the surrounding landscape; and the applicant could not demonstrate that adequate visibility splays onto the adjoining road could be achieved.
