The site represents the residential curtilage of an existing property situated with the relatively modern development of Scarlett Road, to the south west of Castletown centre. The property is a detached dormer bungalow which backs onto the approved development of 41 dwellings and barn conversion at Knock Rushen.
The property has a flat roofed dormer in the front and rear elevation and a flat roofed single garage to the left of the main frontage.
The site lies within an area designated on the adopted Castletown Local Plan and draft Area Plan as Residential.
The site has not been the subject of any applications. THE PROPOSAL
Proposed now is an amended scheme to that proposed initially. The application now proposes to construct a pitched roof extension above the existing rear conservatory, finished in white Upvc boarding to match the existing adjacent dormer and a small flat roofed extension on the side opposite the garage. Also proposed is the removal of split stone finish under the bay window, the conversion of an existing gable window with a door and Juliet-style balcony and the installation of a rooflight alongside the front dormer.
Department of Transport Drainage Division recommend a condition about the disposal of surface water. The application proposes discharging surface water to soakaway so a condition to this effect is not necessary.
Drainage Division Highways and Traffic Division raise no objection to the application.
The proposal should be considered in the light of General Policy 2 which states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: a) is in accordance with the design brief in the Area Plan where there is such a brief; b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) does not affect adversely public views of the sea; f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) does not affect adversely the amenity of local residents or the character of the locality; h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) does not have an adverse effect on road safety or traffic flows on the local highways; j)can be provided with all necessary services; k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; l) is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) is designed having due regard to best practice in reducing energy consumption."
In this case the proposed alterations will largely not be visible from the public view, the small flat roofed side extension will be visible but is little different from the existing flat roofed garage on the other side. The pitched roof improves the appearance of the extension on the rear which was originally to have a flat roof, and the approved development to the rear - PA 04/2083 - has dwellings which back towards this site but which are in excess of 20 m away.
As such the proposal is considered to be acceptable.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawing C/661/1 and C/661/2A received on 27th May, 2009 and 8th July, 2009 repsectively.
