14 JUL 2009 The proposed building is orientated to be accessed from the existing vehicular access to the Pavilions development by way of extension of the access route between the apartment buildings into a concealed court from which access to the garages may be achieved, this allowing for increased security and supervision of the garages by the occupiers of the existing apartments. The horseshoe design of the building allows for ease of access to each garage unit individually. The existing topography of the site is to be exploited and enhanced to provide natural screening and separation of the proposed and existing buildings from the public, this providing a separation of public and private space that will increase security and safety of the development. {{image:311405}}

The application proposes the provision of 12 garage units within a single low rise building to be situated within the surrounding landscape for use by the occupiers of the existing Pavilions development. There is a real need for garaging at the development. There has been a market resistance to the finished development due to the lack of covered parking and the need for storage of bulky items such as golf carts etc. The landscaping of the site provides public open space with paved areas and seating facilities. Seating will also be located adjacent to the existing bus stop along Claughbane Drive.
The application proposes 12 garage units to service the existing 15 apartments within the Pavilions development.
Vehicular access to the garages is provided via extension to the existing Pavilions apartment block access route. Entrance and egress to the garage court is gained via a single route between the two apartment buildings. This route maintains a gradient of no more than 1 in 20 allowing for disabled pedestrian access to the garage court. Adequate turning space is provided for the manoeuvring of vehicles within the extents of the court itself.
A natural approach has been taken to the treatment of the appearance of this proposal with the integration of building and landscaping significant to the development of the design. External treatment to the proposed garage building is to embrace the natural theme with an attractive timber cladding system enhancing the natural theme of the project. With the building being single storey and largely concealed from public view by the landscaping surrounding it the main aspect to the building will be facing the apartments within the Pavilions development. The primary views to the garages will be via the access into the entrance court.

The scale of the development is to reflect the open nature of the site. The proposed building is to be a low and single storey that sits well within the dished contours of the site. The banked earth that surrounds and shields the rear of the building from view is to be heavily landscaped.

Use of materials with natural appearance

Landscaping is paramount to the success of this proposal. The topography of the site provides the opportunity to conceal the proposed building within the landscape whilst providing an attractive and useable open space for public use with seating facilities along the public route through the site. The boundary to the site is set back from the public road and softened with native hedge planting creating an open character to the road and public footpath that bounds the site.
As Exists - The topography of the land provides a dished and contoured barron landscape.
Proposed - The single storey garage block is situated within the dished contours of the landscape. Mature landscape added to the top of the banking shields the proposed building from the pedestrian footpath. A public path and seating area is proposed to be located within the site to allow for public use.
