SITE The application site comprises of the residential curtilage of No. 27 Mona Street, Douglas. The site is zoned as predominantly residential within the Douglas Local Plan 1998. The application site is located within a Conservation Area.
The application is seeking planning permission for a replacement front door, which will be a blue composite uPVC door.
Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2, Environment Policy 35.
Environment Policy 35 states that "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the area, and will ensure that he special features contributing to the character and quality are protected against inappropriate development."
Section 18 (4) of the Town and Country Planning Act 1999 states that "Where any area is for the time being a conservation area, special attention shall be paid to the desirability of preserving or enhancing it character or appearance in the exercise, with respect to any buildings or other land in the area, of any powers under this Act."
There have been no previous planning applications considered relevant to the assessment of this application.
It should be noted that the applicant has submitted an application for the installation of replacement windows to the front elevation and windows and replacement door to the rear. This application has not been determined yet.
Douglas Corporation does not oppose the application.
The application submitted is very poor in that no scaled drawings of the proposed door have been submitted to accurately show the precise detailing of the proposed door and frames. The application only shows a photomontage of the proposed door imposed over the existing door. The photomontage is wholly inadequate in order to determine the submitted application. It is therefore recommended that the planning application be refused for this reason.
However, notwithstanding the inadequacies of the submitted application, the key issue in the determination of this application is whether the proposal will preserve or enhance the character and appearance of the Conservation Area. This application is proposing to replace an existing timber door/frames with an uPVC door and frames. The proposal certainly cannot be regarded as preserving or enhancing the character and appearance of the Conservation Area due to the removal of a timber door and replacing it with a door and frames which are constructed out of modern materials. The proposal would be an alien feature within the streetscene, which would be detrimental to the character and appearance of the Conservation Area and the visual amenities of the locality.
It is recommended that the application be refused for the above reasons.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
In summary, it is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

Insufficient detail has been submitted to accurately assess the impact of the proposal on the visual amenities of the locality.
Notwithstanding the inadequacies of the submitted application, the proposed works would be contrary to General Policy 2 and Environment Policies 35 of the Isle of Man Strategic Plan 2007 by reason of its design and external appearance would not preserve or enhance the character and appearance of the Conservation Area.
