The application site represents the Saw Mills, Foxdale Road, St Johns, Germany. Specifically, this application relates to an area between the existing southernmost building and the A30 Foxdale Road. The area is grassed and enclosed to its southern boundary by trees and a timber fence. A post and mesh fence runs across the site from north to south. There is substantial planting on the roadside boundary.
The application site is located within an area identified as being partly "D.A.F.F Depot" and partly Open Space by the St Johns Local Plan (Planning Circular 6/99). The land between the Department of Agriculture Fisheries and Forestry Depot and the road zoned as open space accommodates a car park and the access to the saw mill.
The following previous planning application is considered relevant in the assessment and determination of this application:
08/00698/B sought approval for the erection of a workshop and stores building on the sawmill site to replace the existing buildings. This was approved.

08/01272/B sought approval for the erection of a temporary storage facility. This was approved with a condition attached which states:
"Within 3 months of the completion of the development approved under PA 08/00698/B, the building and all associated infrastructure must be removed from the site and the site must be returned to its former state". The works approved under PA 08/00698/B relate to the erection of a head quarters building for the Department of Agriculture, Fisheries and Forestry which is nearing completion on the other side of the road. The building which forms the basis of this application is a pre-fabricated flat roof building which had originally been sited on the other side of the road.
08/00831/B is a concurrent application relating to external alterations to the building.
REPRESENTATIONS
The Department of Transport Highways Division has not commented on this application. German Parish Commissioners have not commented on this application.

This application seeks approval for the change of use of the building from a temporary storage building to office accommodation to be used as part of the Saw Mills.
This application is to be considered with regard to a concurrent application 09/00831/B which seeks approval for external alterations to the building. Together the applications seek to clad the building in timber and use it as an office serving the Saw Mills site permanently.
ASSESSMENT
The building's location would remain as at present. The building can be viewed from the adjacent highway albeit through existing boundary planting and as the building is set against the backdrop of the existing building group at the Saw Mills.
The application sets out that the office accommodation proposed would be used by the Saw Mill Manager and administration personnel. The building would provide two offices and a meeting room. The office would be located so as to be adjacent to the entrance into the main Saw Mill site and would be the point at which visitors to the site report prior to entering the site.
Car parking to serve the site is provided in an adjacent car park and it is judged that there would be no unacceptable impacts upon the surrounding area.
RECOMMENDATION
Permit.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the change of use from temporary storage facility to permanent office accommodation, Saw Mills, Foxdale Road, St Johns German, as shown by 00832/1, 00832/2 and Photographs Sheets all received 13th May 2009.
C 3. Prior to the use of the building as office accommodation, the external alterations approved under PA 09/00831/B must be completed.
