The site represents the curtilage of an existing dwelling situated towards the lower end of Fisher's Hill, between Castletown and Gansey. The dwelling is set back from the road by some 10 m and is what was originally a traditional, modest single storey cottage which has been extended a number of times to become a disproportionately long cottage with a wide front extension and modern bow windows in square shaped apertures. The rood appears to be artificial slate, the chimneys are slimmer than would normally be found on the original cottage. In short, what was once a traditional cottage has been changed over time such that it now looks much more modern, in a landscape characterised by modern buildings of varying sizes, shapes and styles.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as of High Landscape Value and Scenic or Coastal Significance.
The property was extended under the provisions of PA 84/1147 and a greenhouse was erected under PA 86/0415.
Now proposed is the replacement of the windows in the front elevation with new plastic framed ones which generally replicate the existing but will be project outward from the front elevation - ie they 7 July 2009
will be flat windows now bows. They appear to be side hung outward opening windows with an internal glazing pattern which subdivides each light into twelve "panes".
Arbory Parish Commissioners indicate that they have no objection to the application.
The proposal should be judged against the provisions of Planning Circular 1/98 which subdivides older properties (those built before 1921) into those which have retained their original character and those which have not. In this case it is suggested that the property has been changed so much over time that the property has lost its original character. The Circular requires that the new windows take the general form of the originals. In this case it is likely that the apertures themselves have been changed and as such it would be very difficult to reinstate the original style of window which would be likely to have been sliding sash. The proposed windows will reinstate the flat form of window and remove the more modern bows, a change which will improve the appearance of the property.
As such, the proposal is considered to be acceptable.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
