This application sought consent for the erection of signage at Clinches, 2-3 North Quay, Douglas, Isle of Man. The application was made by Sefton Group PLC and decided by a Senior Planning Officer under delegated authority. The officer assessed three signs and concluded that all were acceptable in planning terms. The signs were found to have minimal impact on the visual amenities of the area, to be in keeping with the character of the registered building, and not to adversely affect the locality. Express consent was granted on 16 June 2009, subject to seven conditions.

General Policy 2

General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (a) is in accordance with the design brief in the Area Plan where there is such a brief; (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; (e) does not affect adversely public views of the sea; (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; (g) does not affect adversely the amenity of local residents or the character of the locality; (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; (i) does not have an unacceptable effect on road safety or traffic flows on the local highways; (j) can be provided with all necessary services; (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and (n) is designed having due regard to best practice in reducing energy consumption. 6.3 Development outside of areas zoned for development

Environment Policy 37: As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals.
Condition 1
The development hereby permitted shall be commenced before the expiration of four years from the date of this notice.
Condition 2
Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department.
Condition 3
Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition.
Condition 4
Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department.
Condition 5
No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission.
Condition 6
No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
Condition 7
This consent relates to the display of signage as shown in drawing numbers SC1122/P/10-20 and SC1122/P/10-21 Rev A date stamped 22 April 2009.
