The proposal was for a detached outbuilding at the residential curtilage of Faaie Wyllin, a single-storey property on the western side of Glen Road, south of Ballaugh village. The structure would measure 9.9 metres wide, 11.3 metres deep and 6.54 metres to the ridge, sited 18 metres south of the main house. The ground floor would provide a garage and store, with an office, kitchen and toilet on the first floor. The site is designated as 'white land' under the Isle of Man Development Plan Order 1982 — land not zoned for development — and the proposal did not meet any of the limited exceptions under General Policy 3 of the Isle of Man Strategic Plan.
The site falls outside any area zoned for development, and the proposal failed to satisfy the exceptions under General Policy 3. Granting permission would also set an undesirable precedent for similar development in rural areas.
