The site represents St German's Cathedral, Registered Building RB 204, within the Peel Conservation Area.

THE PROPOSAL: Proposed are the following: i) Hanging of flags ii) The removal of the pews from the North and South transept iii) The addition of a Notice Board iv) The removal of a section of pews in the North aisle v) The addition of Notice Boards by the Derby Road Gate post and the Athol Street gate post
REPRESENTATIONS: Peel Town Commissioners recommend that this application be approved.
ASSESSMENT: As the Cathedral is located within the Peel Conservation Area and is a Registered Building the content of this application has been considered with particular regard to Policy CA/2 SPECIAL PLANNING CONSIDERATIONS of Conservation Areas, POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.
In considering such proposals, it is necessary to consider whether the proposals respect the character of the Registered Building.
With regard to i) the hanging of flags, in this case the Colour of the Royal British Legion, such practice has been long associated with the church throughout the Island and indeed the UK. This practice is certainly not detrimental to the character of the Registered Building and is therefore acceptable.
The removal of pews will clearly have an impact on the character of the Registered Building. This practice is again widespread elsewhere in the UK and is finding favour on the Island. Doing so offers greater flexibility in the Cathedral. This in turn allows the Cathedral to utilise the space in differing ways ensuring the viable future for the church. There is little doubt the removing the pews will have an impact on the character of the Registered Building. The test of whether this is acceptable is whether these actions preserve or enhance the Registered Building. Whilst removal of the historic fabric in itself does not preserve the historic character, the flexibility that this affords, thereby ensuring a viable use for the building, can be argued to enhance the building. The retention of the associated wall panelling is certainly a plus point - on balance, this is acceptable.
The addition of the notice boards is acceptable as this is an intrinsic part of the manner in which the Cathedral operates and is used.
RECOMMENDATION:
To conclude, these amendments to the Registered Building are acceptable.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the erection of two notice boards, St Germans Cathedral, Derby Road, Peel as shown by the plans and information 00726/1, Photos x 2 and Correspondence received 21st April 2009 and Details received 30th June 2009.
The approved notice boards must be of timber construction as set out by the details submitted 30th June 2009.
PRIOR to the removal of the pews, a photographic survey must be undertaken to record them in place. Such a photographic record is to be prepared in consultation with the Conservation Officer of the Department and provided for approval by the Planning Authority.
