The application site represents St German's Cathedral, Derby Road, Peel. This application relates specifically to the Derby Road and Atholl Street entrances to the site.
This application seeks approval for the erection of two notice boards, one at each entrance. The notice boards would measure 660 mm by 868 mm and would be of timber construction. The board would be dark oak in colour.
The application site is located within an area identified as being "Church" by the Peel Local Plan. The site is set within a wider area designated as being "Mixed" use. The site is within the Peel Conservation Area and the Cathedral is a Registerd Building.
Within the Isle of Man Strategic Plan, the following policies are considered relevant: General Policy 6, which states:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
Environmental Polciy 37, which states: "As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals."
Whilst there have been previous planning applications relating to this site, none are considered relevant in the assessment and determination of this application. Concurrent application 09/00725/CON seeks Registered Building consent for internal works along with the erection of the notice board which form the basis of this planning application.
The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners recommend that this application be refused. Their concerns would appear to relate to the removal of pews which are part of the proposed internal alterations covered by PA 09/00725/CON. No specific objection to the proposed external notice boards have been raised.
The main issues to consider are whether the proposed notice boards would prtect the setting of the Registered Building, would preserve or enhance the Conservation area. Such consideration is to be assessed with regard to the requirments of General Policy 6 and Environmental 37 set out above.
The notice boards originally proposed were to be of aluminum construction. However after discussion, the applicant has agreed to instead propose timber notice boards. The illustrations now submitted show a timber notice board of a traditional design to be dark oak in colour. It is judged that the proposed notice boards would be of a high standard of design and materials and relate well to the building and site on which they are to be displayed. The boards would be in keeping with the surrounding area and would be located so as not to cause a highway safety hazard.
This proposal, for the erection of signage within the grounds of St German's Cathedral are the result of discussion with both the Planning Officer and the Conservation Officer.
The last iteration of which has resulted in a traditional approach to the signage which is considered appropriate to the setting of the Registered Building and its location within the Peel Conservation Area.
The traditional design and timber construction of the proposed boards is such that the proposal would preserve the Conservation Area.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of two notice boards, St Germans Cathedral, Derby Road, Peel as shown by the plans and information 00726/1, Photos and Correspondence received 21st April 2009 and Details received 30th June 2009.
C 3. The approved notice boards must be of timber construction as set out by the details submitted 30th June 2009.
I confirm that this decision accords with Government Circular No 09/09 Delegation of functions, 10/09 Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer
