The Application Site And Proposed Development
The application site comprises a parcel of land that is located towards the southern end of Glen Auldyn in Lezayre.
The proposed development comprises the erection of a gated entrance and footbridge to provide public access to Brookdale Plantation.
Planning History
The application site has not been the subject of any previous planning applications.
Representations
Lezayre Parish Commissioners recommend that the planning application be approved.
The Department of Transport Drainage Division do not oppose the planning application.
Planning Policy
In terms of land use, the application site is located within a wider area of land that is designated as private woodland or parkland under the 1982 Development Plan Order.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
Assessment
The planning application seeks approval for the erection of a gated entrance and footbridge to provide public access to Brookdale Plantation.
The overall level of development proposed by the planning application is considered to be relatively modest. Given that public access to accessible countryside, including plantations, should generally be encouraged the provision of the proposed footbridge should significantly improve access and be welcomed. The visual impact of the proposal on the surrounding area is suitably limited.
It is recommended that the planning application be approved.
