Officer's Report
THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of Ashley Hill School in Onchan. The proposed development comprises of alterations and extensions to the school.
Planning History
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Representations
Onchan District Commissioners recommend that the planning application be approved. The Department of Transport Highways Division do not oppose the planning application. The Department of Transport Drainage Division do not oppose the planning application.
Planning Policy
In terms of local plan policy, the application site is designated as being within an area of buildings for civic, cultural or other special use under the Onchan Local Plan. There are no policies within Planning Circular 1/2000, which forms the written statement to be read in conjunction with the Onchan Local Plan, that are considered specifically relevant to the assessment of the development proposed by the planning application.
In terms of strategic plan policy, although the Isle of Man Strategic Plan 2007 contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
ASSESSMENT
The planning application seeks approval for alterations and extensions to the school.
It is considered that the overall level of development contained within the planning application is relatively modest and that it does not adversely affect public or private amenity. The proposal is unobjectionable and it is recommended that the planning application be approved.
PARTY STATUS
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Onchan District Commissioners; The Department of Transport Highways Division; and The Department of Transport Drainage Division.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 01 rev. A, 02 rev. A and 03 date stamped the 5th March 2009.
C 3. There must be no discharge of surface water to the main foul sewer.
