Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling situated on the eastern side of Silverburn Drive. The property is a detached bungalow which backs onto a detached warehouse and lock up garage site accessed from the main A5 road through Ballasalla, and also backs onto Fairholme, a detached dwelling which is also accessed past the lock up garages.
The application property is a modern bungalow whose ridge runs parallel with the estate road.
Planning Status
The site lies within an area of Predominantly Residential use on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
A conservatory was added to the property under the provisions of PA 03/1684.
The Proposal
Proposed now is the installation of two solar panels on the front pitch of the property, facing onto Silverburn Drive. The panels will be 2670mm by 2800mm in size and positioned side by side on the roof. The panels have the appearance of large, slim rooflights.
Representations
Malew Parish Commissioners indicate that they have no objection to the application.
ASSESSMENT
The principle of renewable energy is supported within the Strategic Plan at paragraph 12.2.8 and subject to compliance with other policies within the Plan. The other policies of the plan which would be relevant in this case are General Policy 2 - particularly those elements which deal with preserving an acceptable visual appearance of buildings, and Environment Policy 42 which seeks to have the character of existing settlements taken into account in decision making.
In this case the property is a modern one within a modern estate of similar properties and where the installation of a modern renewable energy facility will not look out of place. In any case, whilst there will be a change to the appearance of the property, albeit not an adverse change, the benefits of generating renewable energy in this instance are considered to outweigh any change in the appearance of the property and the streetscene more generally.
As such the application is recommended for approval.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the installation of solar panels as shown and described in the drawings and information all received on 20th March, 2009.
