The application site consists of a parcel of land to the immediate south of Mines road (A24), Foxdale. The site includes part of the private road which serves the Clock Tower Industrial Estate.
This application seeks approval for alterations to the vehicular entrance to the industrial estate. The existing access would be widened from 12 metres to 22 metres with the first 20 metres of the access road being widened from 6 metres to approximately 9 metres. A hatched area along the boundary of the site which adjoins the A24 would have any obstructions reduced in height so as to be no higher than 1 metre. This would involve the lowering of the road side hedge and wall.
The application site is located within an area identified as being partly Light Industrial and partly Predominantly Residential use by the Foxdale Local Plan. The land designated for residential use, identified within the Foxdale Local Plan as Area 3: Land Opposite Springfield Terrace, has not yet been developed.
The following previous planning applications are considered relevant in the assessment and determination of this application:
99/01440/B sought approval for the erection of a stable building. This was permitted on review. 00/01883/A sought approval in principle for residential development comprising 27 dwellings. This was refused on review.
07/01141/B sought approval for the erection of an agricultural storage building. This was permitted.
REPRESENTATIONS
The Department of Transport Highways Division does not object to this application. Patrick Parish Commissioners have not commented on this application.
ASSESSMENT
The main issues to be considered in the assessment of this application are the visual impact of the proposed development and impact upon highway safety.
In terms of visual impact, the existing access is not well defined particularly the area covered by this planning application. It is considered that the proposed works would not adversely affect the surrounding area to an unacceptable level given that the existing sod hedge to the east of the private road would be reinstated and the road side hedge would be lowered by only a small amount.
The proposed works would improve visibility to the east when exiting the private road onto the A24. The widened access would allow vehicles to pass each other more easily and as such the proposed development would represent an improvement to highway safety.
It is concluded that the visual impact of the proposed development would be sufficiently low and that the benefits of the development in terms of road safety provide adequate justification for the works.
RECOMMENDATION
Permit.
