The site defined in red represents part of the curtilage of the Buchan School, a small part in the centre of the site, to the rear of the main Administration block. The site presently accommodates classroom blocks which are to be demolished as part of the application.
The curtilage of the Buchan School is a sizeable area which fronts onto Arbory Road and backs onto residential development at Westhill and Vaarney Yiarg. The complex of buildings which make up the school are varied in size, age and appearance.
The site as a whole is identified on the extant Castletown Local and draft Area Plans as Education, the Local Plan differentiating between the school buildings and the surrounding open area which is designated as Private Woodland.

Proposed is the demolition of the existing school class huts and their replacement with a mobile classroom. The classroom is smaller in footprint than the extent of classrooms to be removed, the new structure is to be 16.5 m by 9.5 m and 3.5 m in height, with a flat roof.
Department of Transport Drainage Division recommend a condition requiring no discharge of surface water to the main sewer. The application simply states that both foul and surface water are to be discharged to the main sewer without specifying which.
ASSESSMENT The site for the mobile classroom is within the existing school complex and not readily visible to the public or indeed most people visiting the school. The existing classrooms are of limited interest and architectural merit and their replacement by the mobile classroom is not considered unacceptable. Whilst a condition is often attached to applications for mobile classrooms to ensure that the structures are only used on a temporary basis, in this case, the proposed structure will not be visible and there is no evidence to suggest that the use of mobile classrooms are in any way deficient in terms of the quality of education undertaken therein. As such, the application is recommended for approval subject only to conditions relating to the disposal of surface water as advised by the Department of Transport.
PARTY STATUS The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
