The site represents the residential curtilage of an existing dwelling situated on the north eastern edge of Magherchirrym, a relatively new residential estate on the northern edge of Port Erin on the way towards Ballafesson. The property backs onto open farmland and is at the end of a short row of properties - number 43 which is the other half of the semi detached pair adjoining the application property, numbers 44 and 45 which are another pair to the south east and numbers 46 and 47 which lie at the end of the row in a stepped formation - number 46 sitting further forward toward the estate road than number 47.
The property is a two storey property with attached single storey garage extension to the north west and a single storey conservatory extension to the rear.
The site lies within an area designated on the Port Erin Local Plan of 1991 as Predominantly Residential.
Planning permission was sought and granted for the erection of the dwelling and the remainder of the estate under PA 89/1478. Since then, permission has been sought and granted on review for the erection of the garage extension (PA 01/222) and for the conservatory (PA 05/0723).
Proposed now is the upward extension of the garage to provide two further bedrooms and one of the existing bedrooms will become an en-suite bathroom. The ridge of the extension will be lower than that of the main house by 300mm. The footprint of the garage will not be increased.
REPRESENTATIONS
Department of Transport Highways and Traffic Division indicate that they do not oppose the application.
ASSESSMENT
The proposed extension will alter the appearance of the property but the lowering of the ridge will result in the extension remaining subservient to the main dwelling and as such there will be no adverse impact from the proposal and no impact on anyone in any neighbouring property. Even if this form of development were to be repeated, it would not be detrimental to the appearance or character of the estate.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
