1.0 THE APPLICATION SITE - 1.1 The application site is the curtilage of Ocean Ford, a large plot comprising three buildings north eastern side of Cooil Road, within Isle of Man Business Park, Braddan. - 1.2 The building to which this application relates is used for the maintenance of vehicles and is situated to the north eastern part of the site, on the north western side of the road.
2.0 THE PROPOSAL - 2.1 The application seeks approval for the removal of a section of cladding on the east elevation and existing doors and windows on the south elevation and the installation of a silver grey aluminium screen with doors in their replace.
3.0 PLANNING HISTORY - 3.1 The application site has been the subject of a number of planning applications, none of which are considered materially relevant to the assessment of this current planning application.
4.0 PLANNING POLICY - 4.1 The site lies within an area designated on the Braddan Local Plan of 1991 as "Master Plan to be prepared which will include areas of Industrial Use, Science Based Industries, High Density Residential Use, Landscaping and Secondary School of approximately 16 acres". - 4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered materially relevant to the assessment of this current planning application:
General Policy 2 states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 Braddan Parish Commissioners have no objection to the current planning application (24/04/2015).
6.0 ASSESSMENT - 6.1 The key consideration in the assessment of the application is the impact upon the character and appearance of the building and its impact upon the street scene and visual amenity of the locality. - 6.2 The immediate surrounding area is characterised by large industrial type buildings that vary in appearance with regards to colour, size, and window and door positions. - 6.3 The installation of the new grey aluminium screen and doors is considered to be fairly minor alteration to the building and is not considered to have any significant visual impacts that would be detrimental to the appearance of the building or visual appearance of the locality. The silver grey frames would be sympathetic to the existing shades of grey cladding of the building. The proposal is considered unobjectionable and is judged to be an acceptable form of development.
7.0 RECOMMENDATION - 7.1 Overall, it is concluded that the planning application accords with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2007 and is recommended for approval.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawing numbers 15/ 2459 - 01 and 15/ 2459 - 02 both date stamped as received 25th March 2015.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
