1.0 THE SITE - 1.1 The site is 69 Slieau Curn Park, Kirk Michael, a semi-detached dwelling located on the northwest of Slieau Cum Park. It is a pitched roof house with a flat-roof dormer at the rear. There is a detached pitched-roof single garage at the rear of the property.
2.1 This application seeks retrospective approval for the erection of a single-storey flat-roof rear extension.
3.0 PLANNING HISTORY - 3.1 Erection of a rear flat roofed dormer was APPROVED under PA 19/00880/B.
4.0 PLANNING POLICY Site Specific - 4.1 The site is within an area designated as Predominantly Residential in the 1982 Development Plan. Strategic Policy - 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (c) (g) PPS and NPD - 4.3 There is no planning policy statement or national policy directive considered materially relevant to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance - 5.1 The Residential Design Guide (July 2021) contains the following guidance that are considered materially relevant to the assessment of this current planning application:
6.0 REPRESENTATIONS - 6.1 Michael Commissioners has no not commented at the time of the report (08.03.2024). - 6.2 DoI Highway Services states there is no highway interest in this application (03.01.2024).
7.0 ASSESSMENT Elements of Assessment - 7.1 The key considerations of this application are its impact on the house itself, on the character and streetscene of the area, and the amenities of the neighbours and on parking. Design of the House Itself - 7.2 The proposed extension has a roofscape fitting in with the existing roofscape, as there is already a flat-roof rear dormer. Therefore, it is considered to have no negative impact on the character of the house. Character and Streetscene - 7.3 The new extensions is not readily visible from the road and is considered to have no impact on the character of the area. Neighbouring Amenities - 7.4 The proposal is modest in its projection. It passes the 45 degree rule. Given its only single-storey, it is considered to have no additional overbearing impact. The overshadowing impact is considered to be within an acceptable level and there is no additional impact on overlooking.
8.1 The proposed extension has no negative impact on the character of the house and the area and have an acceptable impact on neighbouring amenities. Therefore, it is recommended for an approval.
