The development is considered acceptable in terms of its design and impact on the streetscene without detriment to the amenities of surrounding residential properties, and as such comply with Strategic Policy 5, Spatial Policy 4, General Policy 2 and Environment Policy 42 of the Strategic Plan (2016).

1.0 THE SITE - 1.1 The application site relates to the curtilage of 5 Squeen Meadow, Station Road, Bailaugh which comprises a two storey detached dwelling situated at the end of the cul-de-sac developed in the 1990s. The property benefits from a reasonably generous garden area to the rear and side, which is bounded by mature vegetation.
2.0 THE PROPOSAL - 2.1 Planning permission is sought for the installation of an outdoor uncovered swimming pool to the rear of the property with dimensions of 6m in length and 3m in width and surrounded by paved coping. The pool would extend to 1.5m in depth.
3.0 PLANNING HISTORY - 3.1 14/00950/B - Alterations and erection of extension to dwelling - Permitted
4.0 PLANNING POLICY - 4.1 The application site is located within the named settlement of Ballaugh as identified in the Strategic Plan (2016). The application site is within an area recognised as being within predominantly residential use under the IOM Development Plan Order 1982. The site is not within a Conservation Area. - 4.2 The following policies from the 2016 Strategic Plan are considered pertinent in the assessment of this application;

6.0 ASSESSMENT 6.1 The site falls within an area zoned for 'predominantly residential' purposes within a defined settlement, whereby the principle of residential extensions and ancillary residential development are acceptable, subject to design and residential amenity considerations.

6.2 The proposals relate to the installation of a modest outdoor uncovered swimming pool which, given the nature of the works involving minimal above ground development, would not pose a material impact upon the character and visual amenities of the locality. Likewise, the impact of the swimming pool upon the amenities of the adjacent neighbouring property to the east would solely be limited to potential noise and disturbance caused by users of the swimming pool. Such an impact would effectively be identical to the occupants of the property spending time within their garden area which they are able to do at present, and therefore the works are not considered to result in a material impact upon residential amenity. - 7.0 CONCLUSION
7.1 The development is considered acceptable in terms of its design and impact on the streetscene without detriment to the amenities of surrounding residential properties, and as such comply with Strategic Policy 5, Spatial Policy 4, General Policy 2 and Environment Policy 42 of the Strategic Plan (2016). The application is therefore recommended for approval. - 8.0 INTERESTED PERSON STATUS
