This Planning Application relates to the retention of a car park to the rear of the existing indoor Arena at Ballaclucas Farm, now known as Llamados Equestrian.
Following receipt of planning approval at 'Appeal' for the indoor the Arena in December 2015, the applicant commenced construction in spring 2016. This involved 'cut and fill' operations on site to provide a level area for the Arena building, the arisings where spread on the field to the rear of the Arena to provide a construction compound and to allow for marshalling of materials such as steelwork as well as Crain lifting for the erection of the steel frame ect. The car park, (approved under planning application no. 15/00166/B), was constructed at the same time, however following commencement of operations and use of the indoor Arena it became clear that the approved car park would not provide sufficient space for the manoeuvring and parking of the size and nature of the vehicles being used by the clients booking the Arena, these vehicles being large pantechnicon type vehicles rather than the anticipated horse box trailers.
The applicants therefore began to use the former site compound hardstanding area to the rear of the Arena for parking of these vehicles once the horses had been off loaded as it was impractical for them to use the approved car park.
Over time the approved car park had become a turning and drop off area, and the former site compound had become the de facto car park. As a result the applicants reduced the width of the approved car park and reinstated landscaping with mitigation tree planting to screen the Arena building and former site compound, now used as a car park, from roadside / public views, (see Architect's photographs 1-3 incl.). Photograph 4 indicates the area of approved car park now planted with mitigation / screen landscaping.
Photograph 5 indicates the scale and type of pantechnicon horse boxes being used which would not have been able to have been accommodated in the approved car park. This photograph also identifies that the Arena building acts as a visual screen to these vehicles when parked in this area.

To whom it may concern The parking area behind the indoor arena was used for the delivery of building materials and parking of machinery. It has been used since for my livery's horseboxes and trailers. Which on average I have between 20-30 DIY liveries that have stables and others who are on grass livery too. So you can double that amount for my clients cars and their horseboxes/trailers. When I have an event as I am one of the few commercial yards on the island, you can see in the photos how we use the area with some having to park in the field which we can only do in the summer. In the winter we need hard surfaces to park due to the weight of the vehicles and the livestock within. My liveries use their cars to get to the yard and we are not on a bus route, so all must drive here to look after their horses many times during the day. That means that along with their trailers and boxes we need the car park for them all to park safely off the road on a hard surface and to load and unload livestock in a safe environment. They all compete regularly and some even travel to the UK also to represent the island. All live on estates or places where they cannot park trailers or horseboxes. We therefore need to be able to accommodate them safely as a business otherwise we cannot trade as everyone has vehicles for their horses. We cannot park on the road or in a field as my liveries are with me all year round and we are allowed to hold competitions for the benefit of the equestrian community on our island.
