Permission was granted in principle for the creation of a new agricultural farm holding on land at Glen Moar, Corlea Road, Grenaby, Isle of Man, by Manx Rare Breeds Limited. The application was decided by committee and permitted on 13 February 2015. The application was originally submitted to include a new dwelling alongside the farm holding, but this element was removed during the process because the current stock levels on the site were not considered sufficient to justify a new residential unit. The remaining proposal for the farm holding itself was found acceptable. Key planning considerations included land use zoning, whether there was adequate agricultural justification, the effect on highway services, and the impact on the character and appearance of the landscape. The site sits in an open, sloping field visible from nearby public roads, though it is set down from Corlea Road and lies around 300 metres from the nearest home.
The Department of Infrastructure approved the application in principle for a new agricultural farm holding at Glen Moar. The officer considered the proposal acceptable on balance, taking into account land use zoning, sufficient agricultural justification, and the impact on highway services and the landscape. A proposed dwelling was removed from the application during the process because current stock levels on the site did not support it. The formal decision record lists 6 conditions.
Condition 1
The development hereby approved shall be begun either before the expiration of four years from the date of this approval or before the expiration of two years from the date of approval of the last of the reserved matters.
Condition 2
Application for approval of the reserved matters shall be made to the Department before the expiration of two years from the date of this approval and thereafter the development shall only be carried out in accordance with the details as approved.
Condition 3
Details of the (hereinafter called "the reserved matters") shall be submitted to and approved in writing by the Department before any development is commenced and thereafter the development shall only be carried out in accordance with the details as approved.
Condition 4
No approval is hereby granted for the principle of a dwelling.
Condition 5
The application for the reserved matters must demonstrate that the buildings are of a height, form and finish, including colour, to minimise their impact in what is generally an open landscape.
Condition 6
The application for reserved matters must include a landscaping scheme which introduces planting and/or mounding to minimise the visual impact of the proposed buildings in the landscape. Reason: to preserve the character of the countryside as set out in Environment Policy 1. This approval relates to drawings 01, 02, 03 and 04 received 12th December 2014.
