The application site is the curtilage of 8A Crown Street, Peel, which is a two storey property situated to the southern side of Crown Street, which forms part of the Peel Conservation Area.
The application seeks approval for the erection of a WC extension at the rear of the property with access gained from the existing side entrance.
The extension would measure approximately 1.58m x 5.8m and would be finished to match the existing dwelling.
Also proposed as part of the application is the creation of an access on the rear elevation, the door would be of a traditional design and would be finished to match the existing.
The previous planning applications are not considered specifically material in the assessment of the current application.
The application site is within an area zoned as “Mixed Use” identified on the Peel Local Plan 1989, it is also within the Peel Conservation Area. It is appropriate to consider the relevant points from General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
CONSULTATIONS
Peel Commissioners recommend that the application be approved. Highways Division do not oppose as it has no adverse traffic management, parking or road safety implications.
Given the nature of the application it is appropriate to consider the relevant points from General Policy 2 of the Strategic Plan which will normally permit development provided the development:
"(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
Given that the development is within a Conservation Area, it is appropriate to consider Environment Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
The application seeks approval for the erection of a WC extension with access gained through an existing side entrance, also proposed is the creation of an access in the rear elevation.
It is considered that the proposed extension would be a modest addition to the building and would not adversely affect the character and appearance of the property or the surrounding area in general.
As mentioned earlier in the report, the application site is in the Peel Conservation Area, the rear of the property is not highly visible within the street scene as it is screened by an existing boundary wall which encloses the rear garden.
The proposed extension and alterations would be in keeping with the property and would not adversely affect the character and appearance of the building or the Conservation Area in general.
It is judged that the proposed extension would not result in harming the special features which contribute towards the Conservation Area.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 2. This permission relates to the erection of an extension and the creation of a doorway as shown in C010, C050, C070 and Photographs received 15th February 2011.
