This Planning Statement has been prepared to accompany the planning application submitted for the erection of a new portal frame building to provide specialist plant maintenance facilities.
Paul Carey & Sons Limited, (PCS Ltd) was started by Paul as a family business apx 25 years ago, whilst still under his sole ownership, the daily activities are predominantly overseen by his son Aaron Carey in his capacity as Projects Director. Over the years the business has been developed by a passionate and loyal local team, who care about the community in which we live and operate and who are driven by positive outcomes.
We are still based at Ballasalla Farm, Jurby, and over the last two and a half decades the Company has evolved into one of the Islands leading civil engineering contractors, and has established itself as a diverse, dynamic, multi-disciplinary civil engineering company with an enviable social responsibility and reputation.
We employ over 40 (directly employed) staff, all of whom live and contribute to our local Manx economy.
Stability and longevity are at the core of our business philosophy, which we strive to achieve for the benefit of our staff, our local community.
We continually seek to invest in our business and staff ensuring that we are keeping pace with evolving technologies and processes, and the local community significantly benefits, through direct support, sponsorship, and charitable donations.

Due to continued expansion and growth, we are experiencing increasing demands on our current workshop facilities. This is having a fundamental impact on our ability to provide the necessary maintenance our plant and machinery requires.
Several activities are having to be undertaken externally which is impacting both logistical and operationally on our business and the services that we offer.
The proposed new workshop facility will enhance efficiency and will enable the company to make best use of the additional working capacity thus futureproofing the business.
The additional workshop facilities will give the company the ability to undertake repairs on ALL our own vehicles, plant, farm machinery and equipment, including 360 tracked machines, dump trucks, trailers, bailers, and mowers.
High-specification equipment and diagnostic equipment would be installation including bespoke vehicle lifts, suitable for our plant and machinery, including associated ancillary garage equipment which will be incorporated in the proposed workshop facilities.
The proposed workshop facilities will provide a cost-effective maintenance solution for the specialist plant equipment and farm machinery that the company operates.

Our fleet of modern plant and machinery are complex bits of kit that cost substantial amounts of money (Circ £250k per item) to procure, and are loaded with the latest technologies, this kind of plant and equipment requires specialist maintenance, that can only be undertaken by our own highly skilled and qualified in-house mechanical & electrical engineers whom have been trained to the highest standards to work on specific makes like Hitachi, Scania, Thwaites, Bomag.
Paul Careys and Sons Limited operate a policy of regular “Preventative maintenance”
A previous application for an Agricultural Building was submitted back in 2018 Planning No 18/00533/B, for the “storage of machinery and implements”This was Refused: -
R1. The applicant has not provided adequate justification to demonstrate that the agriculturalneed for a new building is sufficient to outweigh the general policy against development in the countryside proposal. The proposal therefore conflicts with General Policy 3 of the Isle of Man Strategic Plan.

The layout of the proposed building is set out in the submitted drawings. The building has been designed and sited at a distance and location to cause minimal visual impact.
Extracts taken from the IoM Government Strategic Plan 2016 – Recommendations: -
This Application relates to the erection of a maintenance workshop incorporating a body shop, the portal frame building will measure apx 14.9 metres by 36 metres.
Provision is made for a toilet/s, kitchenette, and office (with a mezzanine level). The proposed building would have an overall floor area of some 536.4 square metres.

We currently run 4 weekly service intervals on all our vehicles, which is above industry standard.
In addition to this we must make suitable and sufficient allowances in the daily works programme for unscheduled work, i.e., mechanical breakdowns.
We believe it is essential to the sustainable growth of our business to provide the necessary support and training to our all our staff, ensuring that we employ professional competent people. This helps us to meet the requirement of our business and assist in the efficient running of our plant and fleet of vehicles.
This helps ensure: -
The retained pasture would be enclosed within stock proof boundaries and gated to reinstate it as usable grazing land.
Landscaping – additional sod bunding and hedge planting will be undertaken – see ecology section.
The development will provide low additional disturbance both during construction phase (due to type of construction, size, and location) and operational phase (due to size and activity type). Overall, it is anticipated that there will be no noticeable significant impact on the site and its location.
The mixed native hedgerows on site are good examples of characteristic hedgerows for the area and as such these will be retained and enhanced where identified to provide connectivity to the surrounding countryside with opportunities for migration in, out and through the site for a range of species e.g., nesting birds.
We strive to achieve the highest standards of safety and health for all employees, contractors, and members of the public and all those who may be affected by our works, thus seeking to eliminate injury or ill health resulting from unsafe activities or poor operating practices.
At PSC we are constantly working to minimise the impact of our operations on the environment, continually looking at ways to reduce pollution whether through efficient plant management, effective maintenance programmes and innovative engineering solutions. Our policy is to proactively manage SHE issues, aiming to set the standard in our field encouraging best practice ideas to ensure continuous improvement.
Our current modern fleet of plant and vehicles all meet the minimum European Standards for emissions, which not only reduces our impact on the environment but also means that as a business we are proactively aiming to reduce our carbon footprint.
The access to “Ballasalla Farm”will remain unchanged. Overall, the proposed development will have no further adverse impact on the safety or operation of the adjacent highway network.
Paul Carey and Sons Limited already operate a very successful existing business and facilities from this site.
Despite the recent uncertain economic conditions that have been brought on globally by the Covid-19 epidemic and the uncertainty in Europe, we have continued to invest in our business, staff, plant, equipment, and the local community.
Furthermore, it can be demonstrated that there are fundamental benefits for: -
PCS have recently taken a lease out on an industrial unit at the Paddocks Jurby Ind Estate. This will be used to carry out minor repairs on small plant, wacker plates, sthil saws etc, the company has also looked at various other options and locations for expanding and/or relocating the main civil engineering business within the parish, unfortunately none of the current sites available lend themselves favourably to our multi-disciplinary activities.
PCS Ltd also own and operate a licenced recycling facility at Andreas Airfield.
It is respectfully requested that full support is given to the proposed development and that planning permission is granted.
