This application sought permission to build 18 houses and associated infrastructure at Crosby Meadows Estate, on fields off the Main Road in Crosby, Marown. The proposal was refused by the Department of Environment, Food and Agriculture on 31 October 2024. Three reasons were given for refusal. First, three of the proposed dwellings (plots 37, 38 and 39) were judged to be too close to existing homes to the southeast, with the intervening distances considered insufficient to avoid significant harm to the amenity of both new and existing residents. Second, the route of the proposed private sewers to the northwest of plots 33 to 39 would extend beyond the land designated for development, placing infrastructure outside the defined settlement boundary. Third, the outdoor space provided for plots 33 to 39 was considered to fall short of the minimum standards for external space and gardens required under the Affordable Housing Design Guide.
The application was refused on 31 October 2024. Three specific planning concerns were identified: plots 37, 38 and 39 were considered too close to existing neighbouring homes, creating overdevelopment and unacceptable harm to residential amenity; the proposed private sewers to the northwest of plots 33 to 39 would fall outside the land designated for development, breaching settlement boundaries; and the outdoor amenity space for plots 33 to 39 would not meet the required standards for external space and gardens set out in the Affordable Housing Design Guide.
