Re: Design Statement – Former Banford Engineering Limited Factory Building, Ramsey Road, Peel
Please find attached our planning application for the Approval in Principle with all matters reserved except position of access. Amendment to original application per communications with Mr Steven Butler. We confirm that discussions have taken place with the Department of Infrastructure Highways Division and a practical preference has been expressed for access to be maintained in through the existing point of access. This may currently be overengineered and amendments would be required with a detailed design for development of the site. The application is for approval in principle and for ensuring that the existing access can be re-used to access a residential development. Details of the amended access will be provided as part of a reserved matters application later.
We confirm that a submission has been to the Area Plan for the North and West based on the site being suitable for residential development and available to develop immediately. You will be aware that the application site has been identified as PR001, Peel, 1.38 hectares – predominantly residential. This will provide much needed assistance to meet the demands of the housing shortage on the island.
The site is adequately serviced by all statutory authority services and the site can be drained into public sewers adjacent to the boundaries.
The density associated with development of the site has yet to be explored and it is through this process that the approval in principle is in the first instance requested.
On the basis that there has been limited progress with the Area Plan process the applicant is mindful that the site remains empty and is a liability to the applicant. It is confirmed that the factory ceased trading in 2002 since then there has been no formal occupation under license or lease of that building - in essence the employment element of the site has been extinguished.
The area of the site known as Olive Court has, over recent times, had several occupiers; it is regrettable that the majority of the units lie vacant as break clauses within leases have been triggered due to Covid 19 downturn in

business and a general reluctance to be located away from other businesses in Peel.
A single occupier currently uses units 1, 2 & 3 to provide a dance academy; this is not strictly employment use in terms of land use zoning, and it is considered that the application before you is not premature to the Area Plan process.
As this is a matter of approval in principle for the site we advise that additional information will be provided upon request if required.
Our drawing numbered 3179/21/001 Site plan and site location plan details the proposals and sets out the requirements for consideration within this application.
