1.0 THE SITE - 1.1 The application site is the curtilage of 4 Lime Street, Port St Mary which is a two storey mid-terrace property which is to the eastern side of the highway. The terrace is made up of traditional cottages generally of stone construction, this property has been finished with painted render and has modern windows which are fixed uPVC units, and there is also a modern uPVC door in situ.
2.0 THE PROPOSAL - 2.1 The application seeks approval for the installation of replacement windows in the front elevation. The windows would be fully opening from the side and top and would open inwards.
3.0 PLANNING HISTORY - 3.1 There was a previous application in 2012 for the installation of replacement windows to the front and rear dormers PA 12/01223/B, this application was approved.
4.0 DEVELOPMENT PLAN POLICIES - 4.1 The application site is within an area zoned as "Predominantly Residential" and is also within the "Proposed Conservation Area" identified on The Area Plan for the South 2013. Given the nature of the application it is appropriate to consider Environment Policy 35 of The Isle of Man Strategic Plan (20th June 2007) and Planning Circular 1/98.
5.0 CONSULTATIONS - 5.1 Port St Mary Commissioners, in an email received 20th November 2014, comment on the application. They do not object.
6.0 ASSESSMENT - 6.1 The key considerations in the assessment of the application are the impacts upon the character and appearance of the property and the impact upon the Proposed Conservation Area. - 6.2 The existing windows are not the originals; they are fixed non-opening units with no glazing sections or bars. They do not make a positive contribution to the character and appearance of the property or street scene in general.
6.3 The proposed windows would be similar to the existing but they would be fully opening at the top and side, these windows would open inwards. It is considered that the proposed windows would have a neutral impact upon the character and appearance of the property and would therefore be acceptable. - 6.4 For the above reasons the application is considered to be acceptable and is recommended for approval.
