Permission was granted for the erection of a replacement dwelling at Mill House, Dogmills, Ramsey, Isle of Man. The application was an amendment to an earlier planning permission (PA 13/00005/B) for the same site. At the time of the site visit, the existing dwelling — a split-level building ranging from two to three storeys — was found to be unoccupied. The officer recommended approval subject to conditions, and the committee determined to permit the development. The decision was issued on 20 December 2013 with six conditions attached.
The Department of Infrastructure approved the application for a replacement dwelling at Mill House. The officer recommended approval subject to conditions, and the committee agreed. Six conditions were attached to the permission.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the replacement of the existing dwelling as shown in the following plans, all date-stamped 16th October 2013: 131015 1, 131015 3, 1208G 01, and 1208G 02.
Condition 3
Prior to the commencement of the development hereby approved, the existing dwelling must be demolished.
Condition 4
The land outlined on Plan 1208G 02 and identified as "Area to be given over to agricultural usage 150 m 2 " shall be used for agricultural use only.
Condition 5
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Condition 6
Notwithstanding Condition 2, above, further details of the boundary treatment to the southern boundary of the residential curtilage (for the avoidance of doubt, that boundary which borders Field 111381) shall be submitted to and approved in writing by the Planning Authority prior to any development works commencing. The approved details shall be implemented prior to occupation of the dwelling hereby approved and maintained as such thereafter. The details shall provide for a substantial landscape boundary either in the form of a traditional Manx sod bank or a tree-lined hedge.
