Permission was granted for the erection of a private multi-purpose sports range on land adjacent to a property called Rockwood on Ramsey Road in Laxey, Isle of Man. The site forms part of the residential curtilage and adjoining land on the southern side of Ramsey Road. The proposed building was designed to be set into the natural slope of the site, with a grassed roof that effectively continues the slope rather than standing prominently above it. The application was considered and approved by the Planning Committee, with four conditions attached to the permission. The case officer was Mr A Holmes and the decision was signed by Mrs P Faragher. There is one earlier planning history reference associated with the site.
The Planning Committee approved the application on 28 April 2011. The proposed building was designed to sit into the natural slope of the site, with a grassed roof continuing the hillside profile, which appears to have supported its acceptability in this location.

General Policy 2
General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (a) is in accordance with the design brief in the Area Plan where there is such a brief; (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; (e) does not affect adversely public views of the sea; (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; (g) does not affect adversely the amenity of local residents or the character of the locality; (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; (i) does not have an unacceptable effect on road safety or traffic flows on the local highways; (j) can be provided with all necessary services; (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and (n) is designed having due regard to best practice in reducing energy consumption. 6.3 Development outside of areas zoned for development
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This planning approval relates to drawing no.s PA100, PA101, PA102, PA103, PA104 and PA105 date stamped the 4th February 2011.
Condition 3
Unless permitted by any subsequent planning approval the building hereby approved shall only be used in association with the residential enjoyment of Rockwood. For the avoidance of doubt no commercial use of the building or use of the building as a private members club is permitted by this planning approval.
Condition 4
Prior to the commencement of development a scheme prepared by a suitably qualified acoustic engineer, or satisfactory equivalent, detailing and identifying any sound proofing requirements, must be submitted to and agreed by the Planning Authority. Thereafter any sound proofing measures contained within the agreed scheme must be installed prior to the commencement of use of the building and thereafter maintained for the life span of the building.
