Permission was granted for the erection of a pump station building, hard-standing, and boundary fencing on the west side of a field at Ballanea Farm, Coast Road, Kirk Michael. The site lies within an Area of High Landscape or Coastal Value and Scenic Significance, which was the principal planning consideration. The officer noted that while the site is higher than the road, it sits in a slight depression within the generally rising landform, and the surrounding area had already been disturbed by the introduction of a gas pipeline. On this basis, the officer concluded that an appropriately designed and finished building would not harm the landscape character of the area. The application was permitted by committee, with three conditions attached to the approval.

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The development hereby permitted shall not be carried out except in full accordance with the submitted documents and the following plans 001, 002, 003 REV 02, 004 REV 02, 005 REV 02 and 006 received on 17th September 2013 and 4th October 2013.
Condition 3
On completion of the proposal, all planting/creation of grass banking along the southern boundary is to be planted/created in the first planting and seeding seasons as shown on drawing 003 REV 02. Any trees or shrub which within 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the Planning Authority gives written consent to any variation.
